加えて、政府側は複数の契約をおこなう権利を担保していることが示されており、契約は「数量未確定 (IDIQ : Indefinite - Delivery Indefinite-Quantity) 」であり、補助備品を含めて最低 10 セットの SURG の発注と、契約実行の予想期間は 2 年であることが示されている。

また、SURG 取得は 2 つのフェーズで計画されており、両フェーズ共 2015 年 12 月に正式にアウトライン化している。その内の一端を見てみると、製品サンプルについては、遅くとも 2016 年 4 月 29 日 13 時を期限とし、以下の構成でなければならないとされていた。

a) Three (3) each Suppressed Upper Receiver Group (SURG) Product Samples of the same configuration.
a. Three (3) Samples will be evaluated as per SURG Performance Specification detailed as in Table IV: Phase 1 Testing Details

b) Volume 1: Documentation of the offerors components as well as make, model and manufacturer.
